Regional Community Resource Center (RCSC)
Background
The RCSC is the program of Southwestern Virginia Training Center (SWVTC) that helps provide a continuum of care for persons with intellectual disabilities. RCSC supports people that live with their families and in group homes by providing specialized dental, behavioral, psychiatric and other clinical services.
The SWVTC RCSC was established July, 2005 to provide services for persons with intellectual disabilities who live in the community areas in southwest Virginia.
Who is Eligible for Services?
RCSC services are available to persons with intellectual disabilities in the SWVTC catchment area. This area includes the 17 counties and 4 independent cities in southwest Virginia. Residents of other jurisdictions within the Commonwealth of Virginia and persons with other developmental disabilities are considered on a case-by-case basis.
Eligibility Criteria: (at least one of these situations must exist)
- The service requested is not available in the community.
- There are no funds to pay for the service in the community.
- Community service providers are unable to serve the person due to problematic behaviors.
Range of Services
Services available through the SWVTC RCSC include:
- Dental Care
- Staff Training
- Behavioral Consultation
- Fall Prevention Consultation
Based on a consultation model and assessed upon need, technical assistance may be provided in nutrition, psychiatry, speech, recreation, music, nursing and social work. The requests will be considered on a case-by-case basis and provided with respect to availability of SWVTC therapists.
Who Provides the Services?
Members of the clinical staff at SWVTC provide services. These are professionals who have expertise in working with persons with intellectual disabilities. The fall prevention consultation is done in conjunction with Virginia Tech Industrial Engineering Department led by Dr. Thurman Lockhart.
Where are Services Provided?
Some services are provided at SWVTC and some are provided at the client’s home or worksite, depending on the type of service and the individual situation. Some dental services may be offered at satellite clinics.
Referral Process
Referrals are initiated by the case manager from the Community Services Board (CSB) completing a one-page referral form, a Patient Registration form and a Consent to Exchange information form. For some services additional forms may also be requested. Below are the forms that are needed,

Training
Another function of the RCSC is to provide training for community service providers to enhance their skills and increase their willingness to provide services for persons with intellectual disabilities. The training sessions are offered at SWVTC or may be held at areas convenient for community service providers. Training opportunities are also available for internships.
